CIC Founder, and President

Mr. Willard Bailey, Founder and President of Central International College in Virginia, is by many to be a father figure as well a role model in the area of building relationships and programs. In his former positions of athletic director, head football coach, and associate professor of education, he exemplifies what many others consider a perfect blend of achievements in all of these areas.

An income tax specialist. He is a financial planner, and major consultant for individuals, families, and corporations regarding any matters that relate to personal finance and business. 

Marlon Marshall
Born in Richmond, Virginia. he received his undergraduate and graduate degrees from Norfolk State University. A proud husband and father of three. Mr. Marshall has been in education for over 16 years. Is currently a GED teacher for the Virginia Department of Correctional Education at St. Brides Correctional Center in Chesapeake, Virginia.

Delta R. Bowers, DM

Dr. Delta R. Bowers is the founder, President & CEO of DRB Associates Consultants, LLC, a women-owned, small management consulting firm specializing in Strategic Planning, Entrepreneur Management, Organizational Leadership, Continuity of Operations Planning and Events Management, established 30+ years ago.  Dr. Delta R. Bowers is a former Professor of Management and Marketing in the Sydney Lewis School of Business at Virginia Union University (VUU). She served as the Interim Dean and was instrumental in establishing relationships between VUU, Virginia Commonwealth University, and University of Virginia MBA Programs to create a pathway for VUU Students to enter MBA programs. Dr. Bowers is the former Executive Director and visionary of the Ruth Coles Harris Leadership Institute in honor Dr. Ruth Coles Harris, the first African-American female Certified Public Accountant in the Commonwealth of Virginia.

Executive Director of Dream Academy

In the corporate world, she worked numerous years for Ethyl Corporation.   After obtaining a Business Degree, she began teaching at the high school level rising to the positions of Cooperative Office Education Coordinator,  Department Chair for Richmond Public Schools, and Vice-Principal.  She earned a Masters in Business Education and Administration Supervision. She received her Doctoral Degree from Nova Southeastern University in Education Leadership.   For the past eight years, she has worked as an adjunct associate professor at Virginia State University, and continues to work as part-time instructor at Virginia College and Executive Director of Dream Academy. In 2010, she created Dream Academy Richmond for students who were failing and turned off by the traditional school setting.  Using an approved curriculum from the Virginia Department of Education and is tailored for adults to obtain a high school diploma rather than a GED.  This has caused many adults to understand that they can realize their dreams by completing the requirements to get a high school diploma.

William C. Jackson
Will Jackson was born and raised in Virginia Beach, VA. He received his bachelor's degree in computer science from Cornell University and master's degree in systems engineering from the University of Pennsylvania. Upon graduation, he has worked as a consultant for Accenture helping improve corporations' supply chain organizations. Will is now a MBA candidate at MIT Sloan and will begin his studies in Fall 2019.

Bishop John S. Dixon, Pastor

Pastor of Saint Paul’s Full Gospel Baptist Church in Geneva, New York since September 4, 2005. Bishop Dixon served in the United States Army for twenty –five years and retired from active duty on July 31, 2008. He served in various positions culminating as Rochester Recruiting Company First Sergeant responsible for supervising soldiers from Buffalo to Syracuse, New York, covering a geographical area over 5,824 square miles, in 10 different counties. His ministry has reached thousands from Pensacola, Florida, to the Shores of Mogadishu, South Africa, where he founded and established Mogadishu Baptist Church. He is currently serving on the General Board of Bishops in the National Assembly of Christian Churches & Ministries Fellowship, Inc. as the Northeast District Bishop covering 11 states. He is an active member of his local Area Branch of the NAACP and has had the honor of being the keynote speaker at Dr. Martin Luther King, Jr. Commemorative Services in the states of Florida and New York.
